Bhubaneswar, Odisha – Tan Sri Dr. S. Subramaniam, former President of the Malaysian Indian Congress (MIC) and former Minister of Health, has been honoured with the Pravasi Bharatiya Samman Award (PBSA) 2025. The award was presented during the 18th Pravasi Bharatiya Divas (PBD) Convention, held from January 8 to 10, 2025, in Bhubaneswar, Odisha.
The PBSA, the highest accolade given by the Government of India to Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs), recognises outstanding contributions by the Indian diaspora. It is conferred by the Hon’ble President of India during the convention’s valedictory session. The 2025 awardees were selected through a rigorous process led by a Jury-cum-Awards Committee chaired by the Vice President of India, with the External Affairs Minister as Vice-Chair and other eminent members.
Recognising a Legacy of Leadership
Tan Sri Dr. Subramaniam’s decades-long service to the Malaysian Indian community and his leadership as a Cabinet Minister from 2008 to 2018 were key factors in his selection. His tenure saw significant milestones, including the formation of the Cabinet Committee for Indian Affairs, which introduced transformative initiatives such as the MyDaftar and Mega MyDaftar campaigns. These efforts provided over 7,000 individuals with citizenship documentation, addressing critical issues faced by the Indian community in Malaysia.
As Minister of Health and earlier as Minister of Human Resources, Dr. Subramaniam championed education and economic reforms that greatly benefited Indian Malaysians. Under his leadership, targeted financial allocations for Tamil schools began in 2010, leading to extensive infrastructure improvements. He also facilitated the inclusion of Indian students in the government’s Matriculation Programme, opening doors for higher education opportunities and professional success for many from disadvantaged backgrounds.
Economic Empowerment and the Malaysian Indian Blueprint
Economic empowerment initiatives under his leadership included special business loans, skill training for Indian youth, and avenues for equity market participation through investments in Amanah Saham Malaysia. These initiatives strengthened the socio-economic fabric of the Indian community in Malaysia.
In 2017, he unveiled the Malaysian Indian Blueprint, a comprehensive strategy addressing systemic issues within the community. This blueprint aimed to create a resilient, competitive, and progressive Indian diaspora, solidifying his vision for long-term development.

The Government of India’s recognition of Tan Sri Dr. Subramaniam through the PBSA underscores his tireless efforts to uplift the Indian diaspora and his lasting impact on the Malaysian Indian community. His leadership has set a benchmark for service and dedication, earning him respect and admiration on the global stage.
The Pravasi Bharatiya Divas Convention, held biennially, celebrates the achievements of the Indian diaspora worldwide.
